  • FSC® and PEFC: Forest Certification Schemes

Forests provide timber, paper, packaging and many other products, but their management can have significant environmental and social impacts. The Forest Stewardship Council® (FSC®) and the Programme for the Endorsement of Forest Certification (PEFC) are two major certification schemes designed to encourage responsible forest management and give consumers confidence that forest-based products come from acceptable and sustainable sources.

  • WHAT IS FSC? WHAT IS PEFC?

    What is FSC®?

The FSC® is an international certification system that sets standards for responsible forest management. Its principles cover environmental, social and economic issues, including biodiversity, workers' rights, community relations and the protection of forests with high conservation value.

FSC® certification also operates through a chain-of-custody system. This tracks certified forest material through processing, manufacturing and distribution, helping ensure that products carrying an FSC® claim can be traced through the supply chain. Companies handling FSC®-certified products must maintain appropriate records and systems, and certification is independently audited.

FSC® products may contain material from FSC®-certified forests, controlled sources or reclaimed materials, depending on the particular FSC claim. FSC® chain-of-custody certification also incorporates core labour requirements, including prohibitions on child and forced labour and requirements concerning discrimination, freedom of association and collective bargaining.

    What is PEFC?

PEFC is also an international forest certification system, but it has a different structure. Rather than operating primarily through one global forest-management standard, PEFC endorses national and regional certification systems that meet its international sustainability benchmarks. This allows standards to take account of local environmental, economic, social and cultural circumstances while still meeting internationally defined requirements.

PEFC also operates a chain-of-custody certification system. This provides independent assurance that certified forest products can be traced through the supply chain, while helping companies exclude material from unacceptable or illegal sources. PEFC's international chain-of-custody standard sets requirements for companies purchasing, processing, selling and recording certified forest material.

    FSC® and PEFC compared

The two schemes have the same broad objective: to promote sustainable forest management and provide credible information about the origin of timber and paper products. Both use independent certification and chain-of-custody systems, and both can provide businesses with access to markets seeking responsibly sourced forest products.

The main distinction is their approach to forest-management standards. FSC® operates through its own international certification framework, whereas PEFC provides international benchmarks against which national and regional systems are developed and endorsed.

For businesses and consumers, neither logo simply means that a product is 'made from wood'; it represents participation in a defined certification and supply-chain system. Both schemes aim to make sustainable forestry more transparent and to connect responsible forest management with demand for certified products.
